I set up the tailplane deflections before the top goes on. For the bottom 
stop I use a U shaped layup, 4 plies of BID with a second one for the top. 
Thin rubber sheet on both to reduce the clonking noise.

Attaching the plywood balance weight guides is also sorted out at this 
stage. A 3 ply splash layup is done in the top moulding, (with wax 
release). then with the top Clecoed in place it is 5 minute 
floxed  temporarily to the plywood guides, then cracked off the fuselage 
top and the top removed. The corner layups can then be done at leisure, 
including the anchor nuts that hold the guides in place. The splash layup 
can be easily Reduxed onto the fuselage top at final assembly.

I also use a similar subterfuge to do those awkward layups at the top of 
the rear bulkhead.
