If it picks up from the front, it works in ground attitude for
pre-flight check. If that's preferable to occasional maintenance
checks, I found it surprisingly easy to fix, working through the
bottom access holes.  It may even pick up a bit more contaminant that
way.

One reason to do it is if the aircraft is ever sold.  A unique tank
drain that's ineffective w/o dropping the tail is a subtle but serious
defect.  Not so much legal liability, but somebody could get hurt if
they forgot your warning about it.
