What's the stall speed (full flap) and characteristic in ground effect or
within 20' of the ground?

If you have problems with float your speed is a bit high in the flare.
Fortunately the Europa doesn't seem to float as much as the Jodel. Ground
effect significantly reduces stall speed and drag which is why the aircraft
takes a long time to settle. Provided there is no significant wind
shear/turbulence on the latter stages of the approach it should be quite
safe to reduce the speed to cross the hedge at 55kts. This should mean that
the speed bleeds off to about 50kts in the flare. Even before the effects
of ground effect this should give an adequate margin above the stall. With
taildragger/Trigear Europas you presumably have the ability of selecting
more flap than the monowheel which should help due to the extra drag. With
most aircraft it is normal to have an approach speed of 1.3 Vs which is not
far off from 55kts for the Europa so maybe you need to consider losing
another 5kts as you cross the hedge.
