Although I am not up to using expancel yet I agree with Neville and Co. that
mixing the epoxy before adding filler is a very good idea.
I asked Neville if there was a recommend weight ratio to the expancel and he
said to mix it until it is like bread dough, then apply a very light coating
of epoxy
to the surface and put the mixture on about a 1/4 inch thick ( 6 mm).  This
way a second coating should not have to be applied.  It is good to avoid a
second coat because if the hardness is different, which it will be, it will
show
up in the finished product.  He said it will sand like balsa wood.  I plan
to
experiment with my practice rudder.  I have a practice one because I was
lucky enough to build a second one.
I do plan to work out an epoxy to expancel ratio.
