Tim,
these 'phenolic pads' are a resin impregnated board material that is ridig 
and available in various thicknesses, usually brown in colour. It is 
available in the Aircraft Spruce catalogue in thicknesses from 1/16 inch to 
1 inch. (It says in their 'bible' that it is sometimes called 'Micarta'). In 
the UK model shops you can buy material called paxolin sheet which I think 
is the same type of material.
