Hi David,
The fuel is drawn off at a point above the bottom of the tank, so you could 
accumulate half a litre or so of water before it is able to enter the fuel 
pipe system and then to your gascolator.  Also with tail draggers and monos 
the tank bottoms are sloping away from the outlets so that will increase the 
amount of water capable of being in the tank when on the ground.  If you 
have fuel drains, the pipes go to the back lowest corner of the tanks, so 
you can draw off almost all the water that has accumulated in the tank.
