I am aware of this rule of thumb but without expanding further Francis
could not envisage a situation where he could approve a mod which cut a
hole in this area. This came up in a meeting where this was a side issue
and we were pressed for time so I didn't ask him to elaborate. I suspect
that the problem is that the immediate area on that flat surface either
side of the hole is so small that it is impossible to apply the necessary
reinforcing.
