That's exactly how the vent tube is supposed to be arranged.  The aluminum
tube that is bonded into the tank vent fitting should reach to the front of
the tank, and be bent upward to just touch the top.  Perhaps yours got
turned so that it is below the top surface.  We get 18.5 gallons (US) in our
tank, and no fuel leaks out of the vent while filling, as long as we keep
the fill rate slow toward the end.
