If the plenum chamber is fitted the inlet air is cold enough to chill the
manifold side of the carb to OAT (or less with the pressure drop and fuel
vapourisation) so I would treat that statement with caution. I have a carb
temp sensor on the port carb at that position and have seen it reading
below zero so if the air is moist enough icing could quite easily form.

The carb heater (supplied by Skydrive) is probably a good bet as it does
not rob power to do its job. As it pushes the carbs aft by about 19mm the
outlets of the plenum chamber need shortening on a Classic Europa due to
the minimal space between the plenum and the firewall.
