I did the mass balance arms on my ailerons just as you state.  And it worked
out very well.  It allowed me to adjust the shape of the mass balance arms
as needed.  The ailerons were much easier to handle as the weight of the
lead makes the ailerons very unbalanced when handling and not yet in place
on the wing.  Reduxing the box in place before cutting the slot worked
better, as cutting the slot first really reduces the rigiidity of that area
. And it is easier to cut the slot to exactly match the arm after the box is
in place.  I did several trial and error fittings of the weights, drilling
them out from the rear as you suggest.  I  taped the weights in place and
drilled out material until I got the balance the manual calls for.  I have
an aileron trim tab with the drive in one aileron to compensate for.
