Dear Shaun,

You are right - it is for the access panel from the fuel valve.

Note also that the D panel that goes at the back of the cockpit contains, in the
section that is cut out and thrown away, a triangular shaped reinforced section.
This is big enough to cut out 3 access panels, one for the fual valve as
above, and two for the panels under the fuel tank outlets.
