Will,
Yes it can.
Simply turn off your alternator switch if connected to the C and see if the 
noise
stops.

If you are wired differently where the regulator is powered continuously and 
only
the bus is disconnected by the alternator switch, pull the C out of the 
regulator
or just unplug the whole regulator and check.

If the noise stops.  You are out $170 bucks for a new one.
