I'd suggest you contact the Experimental Aircraft Association ( http://eaa.org/ 
).  I'm sure someone there could provide you the information you need.

If you have any difficulty contacting anyone there let me know and I'll see if
I can find the right answers.

Is there a time schedule for this transfer?
