Difficult to answer this one with so little to go on. It is a bit depending on
how and where that voltage is measured. With the standard Rotax gen., even with
a faulty regulator, it would not be possible to charge a healthy battery to
over 16 V, measured on the battery. What is the not-occasional voltage you are
seeing while charging and immediately after engine stop? I suppose you don't
have charge/discharge current measuring? I would check in order of probability:
The meter (cross check with another voltmeter), the wiring to the regulator,
the regulator AND the battery.
