Should this help to diagnose such problems, the cutaway diagram of the 
914 pressure regulator shows a straight frictionless shot straight to 
the carbs.  The relief valve sends excess pressure back through the 
return line.  Like the old style steam pressure cookers that noisily 
popped off the steam.  Pressure is essentially set by the float valve in 
the carbs, since if a high enough fuel flow existed, the relief valve 
would be closed and no nothing.
