Liability maybe?  Here, the rule I think is that the company is liable
for any reasonably anticipated use of that manual.  Say somebody
doesn't buy Stage 4, just uses the web site manual to mimic the parts
and something goes wrong.  The builder likely can't win a suit for
several reasons, but family or an estate in a fatality case can argue
negligence in placing the temptation before an experienced builder who
might reasonably feel qualified.  Or consider a case where an update
to the manual turns out to be unairworthy if done to an earlier serial
#, and there even the builder might have legal remedy.  There may be
ways to deal with these issues, but they would add considerable cost
for a small company.

Above could be bad law, but must be a reason that no (??) kit mfr has
an online manual.
