I think you do need one. AFAIK the shroud is made of flame retardant
polyester/glass. It would be even better made of phenolic, but that isn't
practical because you can't buy small quantities of the resin unless you
have a kindly local producer using a lot of it. Shelf life is very short.
Flame retardant polyester or vinyl ester would be fine if you can get it.
