carb air ice ?

              sounds similar to what i experience most cold and damp days hear
in the uk. In my opinion i,ve put it down to a cold engine, if the manifold and
cylinder head temperatures are cold the mixture can not varpourise, try pulling
the choke fully out, if the engine speeds up, that would confirm it..
ps...I also have got into the habit of turning the engine by hand after shut 
down
to close all the valves, to help moisture entering the cyliders..
