Thanks, Fred, it's all good info. The point on voltage rating is that the
"burn-in" to ensure the electrolytic capacitor is fully reformed should be
done at rated voltage, not just the circuit working DC voltage. A 25v cap
should have 25v DC applied through the 1K resistor (which is there to allow
it to re-form slowly - otherwise it may blow up). If anyone wants to use 40v
or more, then they should re-form at that voltage.

Sooo. I guess, consensus now might be that a new, computer-grade 22,000/25 
should work fine, and keep it cool...no?
