I gotta agree with Dave.  We did the change-over after Sun and Fun (Ivan
really gave us what-for for not having already changed it ;-).  I'd say
that it took us 4 to 5 man hours (not including overnight cure) to do the
entire thing.  We had done some taxi testing before the change over, and I
can say it makes all the difference in the world!!  I've got lots of
tailwheel time and found the original tailwheel to be rather tricky to get
use to, but the conversion tailwheel performs much more conventionally
(except for the sensations of turn due to wing rock on the outriggers--even
with the longer ones, you still have a little rock--it'll make you swear
you are starting a swerve (by feel) when you are not--this was much more
pronounced with the old tailwheel/outriggers).

Also, Ivan is correct in saying that you can make the change without
messing up your paint job if you are already that far along, or are flying. 

Do make this change--I feel that Europa should make it a MANDATORY one.
