Mine is slightly higher than flush, however I did discover something else.
I was concerned that my brake cylinder might touch the tunnel, or even get
caught so I made a cut out in the tunnel to give extra clearance. After I
had done that I discovered that the wheel retracted even more, the reason
being was that the brake cylinder was already touching and I couldn't see
it.
So, with that all said, make sure you have plenty of clearance, as the
cylinder will move out more as the brake pads wear down.
