Tony,

I have a 914.  I find that you need the "Choke" (actually a starting carb) 
whenever
you cold start the engine.  Master on, main fuel pump on, Pull full choke,
throttle completely closed,  punch the starter and in a couple blades it's 
running.
Then, as the engine warms up and speeds up, you slowly ease the "Choke"
in to maintain idle between 1800 and 2000 RPM.  By the time it's warm, the
"Choke" is off and you are ready to go.

I have my choke just below the throttle since it is a throttle of sorts 
operating
the starting carb.  It's handy there and easy to route the control cables.
I don't think I'd want the "Choke" over near the starter on the panel, but you
may find things work better for you that way.
