I would hazard a guess that those had Graham Singleton's tailwheel mod fitted.
The V block, as you correctly guessed, does act as a wheel stop. 

For those with Graham's mod the kiwi's now have a mod to the mod! We found that
the 2:1 tailwheel to rudder ratio was too much for early hour pilots to handle
on sealed runways. It was fine on the grass but resulted in some er, 
entertaining,
manoeuvres on the seal. Peter Robson made a replacement cable arm that
goes across the top of the wheel to include three cable termination holes. One
give the original 1:1 ratio found on the standard build, the next gives a 1.5
to 1 ratio and the final gives Grahams's 2:1 ratio.

We've found that the 1.5:1 ratio still gives a good turning radius but makes the
plane less entertaining on the seal for low hour pilots than the 2:1 ratio.

I have a scale drawing which I am happy to email anyone upon request if they 
want
to do the mod to the mod. Contact me off list for this.
