Denis is a very busy consulting engineer that makes his living designing
things for companies.
He wanted to get Europa to buy his design and produce it.  Europa declined -
for what I'm sure
were very legitimate legal and logistical reasons.
Denis at one time suggested that a group of 10+ builders could get together
to make a production run, but (in my opinion) this primarily served as a way
for him to recoup his prototyping costs and engineering time.

Denis had no interest in producing it himself , supplying the design, or
supporting those reproducing
 his design.  Understandable, it's a time sink with little payback.  It's
also the only practical ethical
position for a professional engineer to take.   Remember, Denis' design
works, but only in Denis' plane. Marketing a mission-critical aircraft
subsystem without extensive testing and an appropriate support organization
in place is questionable at best and legally perilous.

This is the same problem that the makers of EFISi are running into.  It's
not a big deal for an EICAS
to fail in flight, but woe to the maker of a PFD if it fails in flight and
the pilot dies.

It may be best for all involved that the 51% rule be observed for aircraft
subsystems
as well as airframe kits.  Make sure that the builder does over 51% of the
design, fab, and
installation work. Therefore the item becomes his design and responsibility.
Information is disseminated, as we builders want, but liability is diffused
and the opportunity for improvement enhanced.
