Safety wire for rudder horn/nutplate attachment?

In attaching the rudder horn to the buried nutplate, I was a bit puzzled that 
there
is no safety wire on any of the three bolts. Over time, isn't it possible
for the bolts to loosen and back off from the nutplate? What am I missing here?
