I found on Page 19-7, later in the manual when setting up the trim tab mechanism
the final movement says +12, -4 degrees.  This is repeated, but broadened in
the Annex E page 2, Final Inspection Checklist, where they specify +12 to 13
degrees and - 4 to 5 degrees.
