Chris.

    Don't mess with the inboard closeout.  You can whack off enough of the
outboard closeout to make it fit.  Apparently this is 'normal'.  By the way,
if you haven't done the mass balance arms, be sure to check their location
against the cutouts in the lower wing skin.  Another typical problem is for
the measurement called out in the manual to result in a mass balance arm
that does not align correctly with the cutout in the wing.
