Ira,

For the construction of the Europa you mostly need sandpaper to scuff sand 
mating
surfaces prior to bonding.  You also need to scuff sand prior to applying 
reinforcement
BID fiberglass in areas like the wing ribs.  For all this 80 grit
is sufficient.  You are trying to get the sheen off the surfaces prior to 
bonding.
 When you get to final filling and sanding the manual calls out 80 grit,
followed by 180 grit and finally 360 (we used 320) grit.  In all cases we found
purchasing quality sandpaper from a supplier of automotive finishes was worth
the extra cost.  Most of our sandpaper is 3M or Norton.  When you get to the
final filling and sanding you will need sanding blocks, again available at
the auto supply store.  We used 2 3/4" wide adhesive backed rolls of sandpaper.
One roll of each will probably suffice.

You also will find that PermaGrit tools are fantastic.  Buy the kit because you
will use all the different shapes.  We also have several of the bars, 6", 12"
and 24".  The 24" will work well for final finishing and the adhesive sandpaper
will stick to it.
