Tony,
I can categorically confirm that this is NOT a Europa part and should
not under any circumstances go anywhere near your plane, let alone a
primary control. It is not even of aviation quality. Your photo shows a
rolled and seam welded mild steel tube with stamped holes. The nuts and
bolts look to be cadmium plated hardware-store quality mild steel with
the probable tensile strength of cheese.
Proper aviation quality steel tubing is always seamless and the hardware
will only be hight tensile AN spec. Holes in aircraft quality components
will be drilled, not stamped.
What you have is a jointing component used on something like mass
produced garden furniture and is used to connect two tubes and was
probably shipped in error with you kit.
Builders do tend to store garden furniture in and around their kits in
the garage once they have lost their "building mojo".
If you find any other curious bits requiring identification, do post up
a picture.
