In the UK the radio has to have a licence from the CAA and they will only
accept approved devices.
I doubt if eurocontrol or any air traffic organisation would like just any
ones lash up of a transceiver to be used for air traffic control for fear of
all sorts of technical issues like break through onto adjacent channels.
I doubt if things are much different in other European country's.
