Rick,
Both pedals go between the rudders with the mounting brackets between 
the rudders with the horizontal flanges facing one another.  I have the 
old manual with the brakes between the rudders pages with drawings which 
are quite clear if you need it (Page 33T-3 of the old manual).  If you 
don't have that, I can scan the sheets and send them via email Wed 
night.

  I'm in the process of installing my toe brakes, but the book talks 
about putting the cylinders on the port side of the bracket.

  I installed the two cylinders between the two bracket supports.  Now  
I'm questioning myself.  Any picture out there?  I measured the 4 1/2 
inches and there does not seem to be enought room to put the left brake 
cyinder on the outside of the bracket. 

  Any help would be nice.
