Have just spoken to a nice lady at the UK CAA about the issue of Language
Proficiency Endorsements
She says that the CAA has not yet started issuing these for non-commercial
licence holders and that in any case they have a period of three years in
which to complete the task !
When I asked her if there could be a problem for a UK PPL flying into
foreign airspace where they do not have a three years introduction period,
she said " I cannot speak on behalf of other states" !!!
So, it seems that we are not going to have these pieces of paper very
quickly!
She did, in the end, say that I could try Emailing pldlanguage@caa.co.uk
and do some special pleading!
Lastly, the sting in the tail for me was when she looked for my licence
records on her computer and said you appear to only have an Radio telephony
licence and no PPL !
Then she told me that the transition from the CAA's old DOS based computer
to the Windows based system had not been successful in all cases and
sometimes the information had not managed to migrate across. !
I was relieved when she fired up the old system and eventually found me
under a completely different reference number!
So I do exist, but only just!
Special Pleading here I come!
