At max rev, the PM alternator can generate as high as 80-100 V. The 
voltage is far from being a sine wave.

The Rotax regulator puts out around 13.8 V when not too heavily loaded. 
12.85 V is the voltage of a fully charged battery.
Did you check the connection of the regulator case to ground, with a 
wire capable of at least 15-20 amps ?
