This is a fairly common problem.  The question is are the flaps low or
are the ailerons high.  You should be able to get an idea of which by
using your wing template.  It is also worth looking to see how much gap
is between the flap leading edge and the wing closeout.  Others who have
had the problem may be able to suggest what they did.
