Dave,
            What engine?
            It may be that cold oil slows the output until it reaches the
heating area and then once through, resumes normal readings. this is true
for every engine in which Start is not preceded by pre-oil or preheat
circulation.
            In some engines, (PW wasp on harvard) a cutoff valve shorts the
radiator until the engine oil shows temp, then it is released to let cold
oil pass through the engine - IF memory serves.
