You are correct, when the engine is running the ground circuit is open, when you
shut off the ignition switches you are completing the circuit to ground, which
shuts down the engine.
David!!!!!!!!!! If you are reading this, the next time you have to stop the
engine by turning off the fuel pumps, make sure the ignition switches are OFF.
Once the engine has stopped running, try starting the engine with the ignition
switches still in the off position. If it starts, your problem is in the
switches
most likely.
