Drill down inside the pip-pin aperture both sides of the tube  tangentially,
biting into the metal as much as the weak surround will allow.Then tap the
hole and  redux a screw into it.  There is room to do it at least twice each
side.

Tufnol cones in the end of the tailplane tube  reduce the "clonks" on rigging.

I have an extraction tool if you want to get it out and dimple it, but then
you have to remove the outer one also. The outer one is more easily removed
and provided with a flange (as, IMHO, the inner one should have  too !). The
tool is a bit massive to post anywhere but visitors/ flyers welcome.
