Below are the latest changes that the Europeans have proposed. I thought you
should be made aware of them allowing you to implement them into the
manuals.

<<The European Union commissioners have announced that an agreement has been
reached to adopt English as the preferred language for European communication,
rather than German, which was the other possibility. As part of the
negotiations, Her Majesty=92s Government conceded that English spelling had some
room for improvement and has accepted a five year Phased plan for what will be
known as Euro English (Eurish for short).

In the first year, =91s=92 will be used instead of the soft =91c=92 . Sertainly
sivil
servants will resieve this news with joy. Also the hard =91c=92 will be replaced
with =91k=92 . Not only will this klear up konfusion, but typewriters kan have
one
less letter. There will be growing publik enthusiasm in the sekond year, when
the troublesome =91ph=92 will be replaced with =91f=92 . This will make words 
like
fotograf 20 persent shorter.

In the third year, publik akseptance of the new spelling kan be expekted to
reach the stage where more komplikated changes are possible. Governments will
enkorage the removal of double letters, which have always ben a deterent to
akurate speling. Also, al wil agre that the horible mes of silent =91e=92s in 
the
languag is disgrasful, and they would go.

By the forth year, peopl wil be reseptiv to such steps such as replasing 
=91th=92
by =91z=92 and =91w=92 by =91v=92 . During ze fifz year, ze unesesary =91o=92
