I thought that using double sided tape could result in the flange being slightly
out of line with the rest of the layup.

---From the outset I have just brushed some resin onto the foam where the peel 
ply
is to be adhered, and it stays on just fine.

Any foam that sticks to the underside of the peel ply comes off a treat with the
ply.
