The flanged end rib as designed is stronger so it would be a mistake to change
it. I doubt if there is any aerodynamic advantage. When the flap or aileron is
operated there will be a strong vortex shed from the corners which will
completely mask the effect of the hollow end. When not in use they are hidden,
more or less. The root of the flap when retracted is touching the fuselage.
