No, it does not transmit continuously, but only bursts of a few milliseconds (at
partial duty cycle) only when our reply lamp blinks in response to an ATC radar
sweep. If we do the math on RF exposure, we absorb more RF energy from a
cell phone than a transponder antenna a few feet away.
