Yes NASA. Phonelic resin was used in the heatshields of the Apollo capsules
for re-entry to the earth's atmosphere. They use about  2" so 4mm should be
no problem for the Europa firewall. You can also bet that it would not get
UK PFA approval if it wasn't up to it.
