Timothy, I had what sounds like the same problem with my Torque Tube, i.e. 
when it had been setup there was a significant amount of play. I concluded
that I had assembled the tailplane components in a different manner to
which it was manufactured by the factory. I drilled out 1 set of bushes,
tried all (4 maybe) combinations of the various bits which slide on and
off the torque tube until I found a combination in which the pins fitted
snugly but more importantly a combination in which there was no play.
Drilling out the TP13 bushes is very easy and you may want to investigate 
this before you go re-drilling holes in the torque tube. 

To any new builders I suggest you clearly label the items on the torque
tube before you pull it apart for the first time.
