Hi Frank,

I agree that your bungee seems far too tight. In my opinion, the best way to 
test
on the ground after adjusting (loosening in your case) the bungee, is with
the wings rigged. Remove the top engine cowling and wrap a strop around the 
frame
behind the engine, then using a crane or block and tackle, raise the aircraft
until the mono-wheel is just off the ground. Place padded trestles lightly
(not jammed) under the wing tips and climb carefully into the cockpit.

A couple of assistants, one on each side to watch/steady things would be good.
They could also simulate air loads by lifting gently on the flap trailing edges
when required. IMHO the bungee is set right when the uc/flap lever can "float"
approximately in the middle of the gate with air loads.

This amount of bungee tension is just great, as it allows you to vary the drag
(a la glider) using flaps during a practiced forced landing as a substitute for
glider-type speed brakes. It worked for me!
