            This is not off the subject if it's a Europa in another
country. What disturbs me is it may be a trend to keep aircraft inside
some political 
line drawn by the usual dolts. Just as radio waves don't see the border,
nor 
do aircraft.
            I am not as familiar with international agreements as I
should 
be perhaps, but if this is an innovation, it will quickly spread on a 
tit-for-tat basis so that each country (think Somalia) will be a
different 
source of parochial stupidity. Does anyone know what international 
agreements regulate recognition of each Authority's powers - or are we 
victims of more political interference?
            For instance, what is the upper limit of Nepal's regulatory 
powers over 'its' airspace? Should the shuttle be paying Customs? Since
God 
made the air (as He did the radio ether), who should supervise it if not
by 
agreement?
