FL23 is the spacer for the flap hinges in the bottom of the fuselage. You
should have two of them. (see the diagram of the flag system in sec. 28).

FL13 are the spacers used in the aileron bolt
assembly. But my kit does not have any FL13. Instead,
I have a spacer labelled FL23 (only one, not two). Any
ideas what is going on? I am assuming FL23 is the same
as FL13. But why only one? Am I missing a part, or is
only one spacer needed?
