If it is anything like US part 23 certification, there are standards for 
spinning characteristics that allow an airplane to be flown, and a higher 
level of spin characteristics for those that can be intentionally spun (150 
and 172). All airplanes have to pass the spin testing, but very few are 
certified for intentional spins.
