If you are significantly lower than the RPM limit you will not be achieving
full power at take-off reducing the effectiveness of having a VP prop.

This is where your rpm limiter would come into play if the throttle was set
high enough. However it occurs to me that if the prop doesn't ever load the
engine it won't help with speed control during final approach and touchdown
- having the ability to have a fine setting on landing is useful as a mild
speedbrake as well as for a subsequent go around.
