The effect you describe is exactly like that of the prototype without
flettner strips: I suspect that by having a gradual transition from the tab
to the strip, the boundary layer is following the contour, whereas the
intension is to punch out - try a temporary addition with a steeper slope
(possibly just a piece of ali taped to the trailing edge so that it projects
another 1/8" either side - up and down) and if that works, you may have to
redo them with a definite change in section/slope...
