Absolutely OK provided it expects to operate into the same load
impedance - usually 50 ohms - and the handheld produces sufficient
output to provide full scale deflection of forward power on the VSWR
meter.  In fact, you should always try to use the minimum amount of
power needed to produce full scale deflection to avoid swamping the
electronics inside the meter.
